The boom in medical tourism has already brought about fierce competition in the private sector.

Amid concerns about the proposed policy's impact on state-run hospitals, a retired doctor _ who refused to be named because he holds a political position _ said it was time to significantly adjust base salaries for doctors in the public sector.

"If you want to keep them in state hospitals, you have to increase the pay level to ensure they can have decent lives," he said.
